Section 11: Medical care and rehabilitation activities

The purpose of medical care and rehabilitation is to prevent or reduce the functional consequences, deficiencies and limitations of activity, either as part of the care of patients suffering from chronic pathologies, or prior to or following episodes of acute care, whether these consequences are physical, cognitive, psychological or social. I.-The diagnostic procedures referred to in this section include, in particular, functional assessments prior to the implementation of the therapeutic plan, the exploration of complications and evaluations during and at the end of the implementation of the therapeutic plan. The holder of the authorisation provides assistance to primary care professionals, other health establishments and the medico-social establishments and services concerned in organising the assessment and evaluation of the patient, drawing up the patient’s therapeutic plan and facilitating referral. Within this framework, the holder may set up telehealth activities and mobile teams.

I.-The medical care and rehabilitation authorisation is exercised according to the following terms and conditions: 1° “Multi-purpose”; 2° “Geriatrics”; 3° “Locomotor”; 4° “Nervous system”; 5° “Cardiovascular”; 6° “Pneumology”; 7° “Digestive system, endocrinology, diabetology, nutrition”; 8° “Burns”; 9° “Addictive behaviours”; 10° “Paediatrics” comprising the following fields: a) “Children and adolescents” section; b) “Young children, children and adolescents” section; 11° “Cancer” section comprising the following sections: a) “Oncology” section; b) “Oncology and…

I.-The holder of the authorisation organises both full inpatient and part-time care. If the holder can only offer one form of care, it offers the other form by means of an agreement with another establishment authorised to do so. II -When the care provided in the establishment can only involve full hospitalisation, an authorisation derogating from I may be granted.

Authorisation for medical care and rehabilitation may only be granted if the holder has, on its own site or by agreement with another structure: 1° For all establishments, whatever the category applied for: a) Access to a scanner and magnetic resonance imaging; b) The possibility of having medical biology analyses carried out; 2° For all establishments applying for the following categories, respectively: a) Access to a CT scanner and magnetic…

The authorisation holder takes part in the emergency care network provided for in articles R. 6123-26 to R. 6123-32, under the conditions set out in the network’s constitutive agreement.

The holder of the authorisation organises, by agreement with other health establishments, services or professionals mentioned in the Public Health Code or the Social Action and Family Code, in cases where the patients’ state of health so requires: 1° Their care in facilities providing short or long-term care; 2° Preparing and supporting patients in their reintegration, in particular through admission to a medico-social establishment or service.

The holder of an authorisation referred to in Article R. 6123-121, with the exception of an authorisation bearing the wording “multi-purpose”, provides the following services in its area of competence by means of an agreement: 1° Advice and expertise for other holders of authorisations for medical and rehabilitation care; 2° The care of patients from other establishments authorised to provide medical and rehabilitation care, for the types of care that…

The authorisation holder may provide specific care requiring particular expertise, the list of which is drawn up by the Minister for Health. These are included in the multiannual contract of objectives and resources defined in article L. 6114-2.
