The members of the High Council for Social Dialogue are appointed by the Prime Minister for a term of five years. The Prime Minister appoints one of the qualified persons mentioned in 3° of Article R. * 2122-1 to chair the meetings of the High Council.
At the end of the four-year electoral cycle provided for in articles L. 2122-5 and L. 2122-9, the minister responsible for labour presents the results recorded to the High Council for Social Dialogue and consults it on the list of representative trade union organisations by branch and at national and cross-industry level. This consultation takes place no later than eight months after the end of this cycle.

Voters are entered on the electoral roll of the region in which the company or establishment in which they carry out their main activity is located. The employee’s main activity is that for which he or she has worked the greatest number of hours during the month of December of the year preceding the year of the election.
