The transport of the goods referred to in article 468 to the place of inspection, unpacking, repacking and any handling required by the inspection are carried out at the expense and under the responsibility of the owner, consignee or exporter of the goods or, failing this, any other person involved in the import or export operation.

Article 470 of the French Customs Code

The goods referred to in Articles 4 and 5 of Article 38 imported into the customs territory in breach of the provisions prohibiting importation may be returned to the country of origin. In the event of non-compliance, customs officials may take all appropriate steps to ensure such return; the corresponding expenses shall then be borne by the persons who contributed to the importation of these goods.
