Article R621-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Subject to the provisions of article R. 621-4, the foreign national submits the declaration of entry into French territory mentioned in article L. 621-3 to the national police services or, in the absence of such services, to the customs services or national gendarmerie units. On this occasion, he/she will be given a receipt which may be issued by means of an endorsement on the travel document.
The procedures for applying this article, and in particular the details of the declaration and the place where it is to be made, are laid down by joint order of the Minister of the Interior and the Minister responsible for immigration.

Article R621-2

Sous réserve des dispositions de l’article R. 621-4, l’étranger souscrit la déclaration d’entrée sur le territoire français mentionnée à l’article L. 621-3 auprès des services de la police nationale ou, en l’absence de tels services, des services des douanes ou des unités de la gendarmerie nationale. A cette occasion, il lui est remis un récépissé qui peut être délivré par apposition d’une mention sur le document de voyage.
Les modalités d’application du présent article, et notamment les mentions de la déclaration et son lieu de souscription, sont fixées par arrêté conjoint du ministre de l’intérieur et du ministre chargé de l’immigration.
