A Conseil d’Etat decree defines the operating procedures for this passbook account and in particular the conditions under which companies, establishments or organisations that receive deposits are authorised, for its implementation, to open popular savings passbook accounts for beneficiaries.

Un décret en Conseil d’Etat définit les modalités de fonctionnement de ce compte sur livret et notamment les conditions dans lesquelles les entreprises, établissements ou organismes qui reçoivent des dépôts sont autorisés, pour sa mise en oeuvre, à ouvrir aux bénéficiaires des comptes sur livret d’épargne populaire.
