Article L221-1 of the French Monetary and Financial Code
The Livret A can be offered by any credit institution authorised to receive sight deposits from the public and which has entered into an agreement to this effect with the State.

The Livret A can be offered by any credit institution authorised to receive sight deposits from the public and which has entered into an agreement to this effect with the State.
The credit institution referred to in article L. 518-25-1 shall open a Livret A passbook account to any person referred to in article L. 221-3 who so requests.
The Livret A is open to individuals, associations mentioned in article 206. 5 of the General Tax Code, low-income housing associations and co-owners’ associations. Minors may open Livret A accounts without the involvement of their legal representative. They may withdraw the sums contained in the passbooks opened without the involvement of their legal representative, but only after they have reached the age of sixteen and unless their legal representative objects….
A decree of the Conseil d’Etat specifies the procedures for opening, operating and closing the Livret A. Deposits made into a Livret A account may not exceed a ceiling set by the decree referred to in the first paragraph. Institutions distributing Livret A passbook savings accounts and Livret de Développement Durable et Solidaire passbook savings accounts receive a fee in return for centralising deposits. The popular savings passbook account is designed to help people on the lowest incomes to invest their savings under conditions that maintain their purchasing power.
A Conseil d’Etat decree defines the operating procedures for this passbook account and in particular the conditions under which companies, establishments or organisations that receive deposits are authorised, for its implementation, to open popular savings passbook accounts for beneficiaries.
