Article L2231-1 of the French General Code of Local Authorities

The mayor of a municipality or the president of a public establishment for inter-municipal cooperation with a local urban development plan, an urban development document in its place or a communal map presents a report to the municipal council or the deliberative assembly, at least once every three years, on the artificialisation of land within its territory over the previous calendar years.
The report gives an account of the extent to which the objectives of the fight against artificialisation of land have been achieved.

The report gives rise to a debate within the municipal council or deliberative assembly. The debate is followed by a vote.
The report and the opinion of the municipal council or the deliberative assembly are published under the conditions set out in the last paragraph of article L. 2131-1.

Within fifteen days of their publication, they are forwarded to the representatives of the State in the region and in the département, to the chairman of the regional council and, as appropriate, to the chairman of the public inter-municipal cooperation body with its own tax system of which the municipality is a member or to the mayors of the municipalities that are members of the competent public inter-municipal cooperation body and to the chairman of the public body mentioned in article L. 143-16 of the town planning code.
A decree in the Conseil de l’Etat determines the conditions for the publication of the opinions of the municipal council or the deliberative assembly.
A decree in the Conseil d’Etat will determine the conditions for application of this article. In particular, it will specify the indicators and data that must be included in the report, as well as the conditions under which the State makes the data from the artificialisation observatory available to the local authorities concerned.

Article L2231-1

Le maire d’une commune ou le président de l’établissement public de coopération intercommunale doté d’un plan local d’urbanisme, d’un document d’urbanisme en tenant lieu ou d’une carte communale présente au conseil municipal ou à l’assemblée délibérante, au moins une fois tous les trois ans, un rapport relatif à l’artificialisation des sols sur son territoire au cours des années civiles précédentes.
Le rapport rend compte de la mesure dans laquelle les objectifs de lutte contre l’artificialisation des sols sont atteints.
Le rapport donne lieu à un débat au sein du conseil municipal ou de l’assemblée délibérante. Le débat est suivi d’un vote.
Le rapport et l’avis du conseil municipal ou de l’assemblée délibérante font l’objet d’une publication dans les conditions prévues au dernier alinéa de l’article L. 2131-1.
Dans un délai de quinze jours à compter de leur publication, ils sont transmis aux représentants de l’Etat dans la région et dans le département, au président du conseil régional ainsi que, selon le cas, au président de l’établissement public de coopération intercommunale à fiscalité propre dont la commune est membre ou aux maires des communes membres de l’établissement public de coopération intercommunale compétent ainsi qu’au président de l’établissement public mentionné à l’article L. 143-16 du code de l’urbanisme.
Un décret en Conseil d’Etat détermine les conditions d’application du présent article. Il précise notamment les indicateurs et les données qui doivent figurer dans le rapport ainsi que les conditions dans lesquelles l’Etat met à la disposition des collectivités concernées les données de l’observatoire de l’artificialisation.
