As an exception to the refusal of entry at the border provided for in article L. 332-1, the decision imposing an obligation to leave French territory provided for in article L. 611-1 and the implementation of decisions taken by another State provided for in article L. 615-1, the foreign national may be surrendered, pursuant to international agreements or European Union law, to the competent authorities of another State, if he or she is in one of the cases provided for in Articles L. 621-2 to L. 621-7.
The foreign national is informed of this surrender by a written, reasoned decision taken by an administrative authority defined by decree in the Conseil d’État. The foreign national is given the opportunity to submit observations and to notify or have notified his consulate, a counsel or any person of his choice.
