Extracts from civil status registers, acts of notoriety, consent, publications, family council deliberations, notification, where applicable, dispensations on the grounds of parentage, alliance or age, acts acknowledging a child are exempt from registration.
Deeds of notification, like deeds of consent, are exempt from all duties, costs and fees in respect of the ministerial officers who draw them up; the same applies to deeds of consent received abroad by French diplomatic or consular agents.
Those entitled to the benefit of the provisions of this article shall be persons who provide proof of a certificate of indigence issued to them by the police commissioner, or by the mayor in communes where there is no police commissioner, on the basis of a certificate from the public accountant responsible for the collection of direct taxes in their commune stating that they are not taxed.
The deeds, extracts, copies or expéditions issued shall expressly state that they are intended to be used for the celebration of a marriage between indigents.
They may not be used for any other purpose.
The certificate provided for in the third paragraph shall be issued in several originals, where it is to be produced to various civil registrars.
However, the requisitions of the public prosecutors shall take the place of the originals prescribed above, provided that they mention the filing of the certificate of indigence with their public prosecutor’s office.
The extract from the roll or the negative certificate of the public accountant shall be annexed to the documents filed for the celebration of the marriage.
The foregoing provisions apply to marriages between French nationals and foreigners.
