Article 1222 of the French Code of civil procedure

The file may be consulted at the court registry by the applicant until the opening or authorisation decision has been handed down or, where a modification of the protection measure, a review or renewal of authorisation is requested, until a decision has been made on this request. It may also be consulted under the same conditions and with the authorisation of the court seised, by one of the persons listed in articles 430 and 494-1 of the Civil Code if it can justify a legitimate interest.

Their lawyers, if they have appointed one, have the same right.

Article 1222

Le dossier peut être consulté au greffe par le requérant jusqu’au prononcé de la décision d’ouverture ou d’habilitation ou, lorsqu’une modification de la mesure de protection, une révision ou un renouvellement de l’habilitation est sollicité, jusqu’à ce qu’il soit statué sur cette demande. Il peut être également consulté dans les mêmes conditions et sur autorisation de la juridiction saisie, par une des personnes énumérées aux articles 430 et 494-1 du code civil si elle justifie d’un intérêt légitime.

Leurs avocats, si elles en ont constitué un, disposent de la même faculté.
