A decision to issue or refuse to issue a European Certificate of Succession may be referred to the president of the judicial court within whose jurisdiction the office of this public officer is located by any heir, legatee, executor or administrator of the estate within fifteen days of delivery or notification of the certified copy or receipt of the decision to refuse to issue.

The other decisions referred to in Article 1381-3 may be referred to the president of the judicial court within whose jurisdiction the office of this public officer is located by any person showing a legitimate interest and within a period of fifteen days from the delivery or notification of the certified copy of the new certificate or receipt of the decision.
The President of the Court makes the final decision on a petition, after hearing or summoning the petitioner, the notary who drew up the deed and, where applicable, the applicant for a European Certificate of Succession if he or she is not the petitioner. The notary is notified of the decision.
When the president of the court orders the issue, rectification or amendment of the certificate, he may either do so himself or ask the notary to do so. The registry will then send the document by registered letter with acknowledgement of receipt to the notary, who will ensure its safekeeping and issue a copy under the conditions set out in article 1381-2 .
If the withdrawal or suspension of the effects of the European Certificate of Succession is ordered by the president of the court, the notary shall immediately inform all persons who have been issued with certified copies. No copies of the certificate may be issued during the period of suspension of its effects.
