Article 1651 E of the French General Tax Code

For the determination of the rental values of built-up properties other than those mentioned in I of article 1498 and the updating coefficients, the commission comprises, in addition to the chairman, four representatives of the administration, one departmental councillor from among those elected within the jurisdiction of the administrative court, two representatives of the municipalities and public establishments for inter-municipal cooperation with their own tax status and four representatives of taxpayers. Of the latter, three are appointed by the organisations or bodies representing owners of built-up properties within the jurisdiction of the administrative court, and the fourth by the organisations or bodies representing tenants within the jurisdiction of the same court.

In Corsica, each commission comprises, in addition to the chairman, four representatives of the administration, one councillor to the Corsican Assembly elected from among its members, one representative of the municipalities and public establishments for inter-municipal cooperation with their own tax status and four representatives of taxpayers.

Pour la fixation des valeurs locatives des propriétés bâties autres que celles mentionnées au I de l’article 1498 et des coefficients d’actualisation, la commission comprend, outre le président, quatre représentants de l’administration, un conseiller départemental parmi ceux élus dans le ressort du tribunal administratif, deux représentants des communes et des établissements publics de coopération intercommunale à fiscalité propre et quatre représentants de contribuables. Parmi ces derniers, trois sont désignés par les organisations ou organismes représentatifs des propriétaires d’immeubles bâtis compétents dans le ressort du tribunal administratif, le quatrième par les organisations ou organismes représentatifs des locataires compétents dans le ressort du même tribunal.

En Corse, chaque commission comprend, outre le président, quatre représentants de l’administration, un conseiller à l’Assemblée de Corse élu en son sein, un représentant des communes et des établissements publics de coopération intercommunale à fiscalité propre et quatre représentants de contribuables.
