The orders issued by the examining magistrate pursuant to this section shall contain the surname, first names, date, place of birth, domicile and profession of the person under investigation. They shall state the legal description of the act attributed to the accused and, in a precise manner, the grounds on which sufficient charges have or have not been brought against him or her. These reasons are given in the light of the prosecution’s submissions and the parties’ observations, which have been sent to the examining magistrate pursuant to Article 175, specifying the incriminating and exculpatory evidence concerning each of the persons under investigation.
