Article 1903 of the French Civil Code

If he is unable to comply, he is obliged to pay the value having regard to the time and place where the thing was to be returned according to the agreement.

If that time and place have not been settled, payment is made at the price of the time and place where the loan was made.

Article 1903

S’il est dans l’impossibilité d’y satisfaire, il est tenu d’en payer la valeur eu égard au temps et au lieu où la chose devait être rendue d’après la convention.

Si ce temps et ce lieu n’ont pas été réglés, le paiement se fait au prix du temps et du lieu où l’emprunt a été fait.
