Article 232-30 of the French Cinema and Moving Image Code

Aid for creation and modernisation is awarded and its amount determined in consideration of :
1° The cinematographic interest of the project;
2° The interest of the project in terms of the diversity of the cinematographic offer available to spectators;
3° The social utility of the project and its role in serving the region;
4° The quality of the facilities, in particular the quality of the screenings, the quality of the reception, the comfort of spectators and the integration of the project into its environment;
5° The relationship between the amount of the investment and the challenges of the project;
6° The conditions for the financial equilibrium of the project;
7° The quality of the entertainment and cultural aspects of the project;
8° The involvement of local and regional authorities in the project.
In addition, the amount of aid is increased for projects for the creation or modernisation of establishments located in geographical areas whose conurbations are insufficiently equipped or in conurbations insufficiently equipped with arthouse cinemas.

Article 232-30

Les aides à la création et à la modernisation sont attribuées et leur montant déterminé en considération :
1° De l’intérêt cinématographique du projet ;
2° De l’intérêt du projet en termes de diversité de l’offre cinématographique offerte aux spectateurs ;
3° De l’utilité sociale du projet et de son rôle dans la desserte du territoire ;
4° De la qualité de l’aménagement, notamment la qualité de projection, la qualité de l’accueil, le confort des spectateurs et l’insertion du projet dans son environnement ;
5° Du rapport entre le montant des investissements et les enjeux du projet ;
6° Des conditions de l’équilibre financier du projet ;
7° De la qualité de l’animation et des orientations culturelles du projet ;
8° De l’existence d’une participation des collectivités territoriales au projet.
En outre, le montant de l’aide fait l’objet d’une majoration pour les projets de création ou de modernisation d’établissements implantés dans des zones géographiques dont les agglomérations sont insuffisamment équipées ou dans des agglomérations insuffisamment équipées en établissements de spectacles cinématographiques classés d’art et d’essai.
