Article 350 of the French Civil Code

The court may order the adoption, if it is in the interests of the adopted person, of a minor over the age of thirteen or of a protected adult of full age, both of whom are unable to give their personal consent, after obtaining the opinion of an ad hoc administrator or the person in charge of a legal protection measure with representation relating to the person.

Le tribunal peut prononcer l’adoption, si elle est conforme à l’intérêt de l’adopté, d’un mineur âgé de plus de treize ans ou d’un majeur protégé, l’un et l’autre hors d’état d’y consentir personnellement, après avoir recueilli l’avis d’un administrateur ad hoc ou de la personne chargée d’une mesure de protection juridique avec représentation relative à la personne.
