Article 509-7 of the French Code of civil procedure

If it does not emanate from the judge, the refusal to issue the certificate may be referred to the president of the judicial court. The president of the court will give the final ruling on the application, after hearing or summoning the applicant and the requested authority.

S’il n’émane du juge, le refus de délivrance du certificat peut être déféré au président du tribunal judiciaire. Ce dernier statue en dernier ressort sur requête, le requérant et l’autorité requise entendus ou appelés.
