Article 52 of the French Code of civil procedure

Claims relating to costs, emoluments and disbursements which, in connection with proceedings, have been incurred before a court by auxiliaries of justice and public or ministerial officers shall be brought before that court.

Claims relating to costs, emoluments and disbursements which have not been incurred before a court shall be brought before the judicial court within the jurisdiction of which the public or ministerial officer or auxiliary of justice exercises his functions.

Les demandes relatives aux frais, émoluments et débours qui, afférents à une instance, ont été exposés devant une juridiction par les auxiliaires de justice et les officiers publics ou ministériels sont portées devant cette juridiction.

Les demandes relatives aux frais, émoluments et débours qui n’ont pas été exposés devant une juridiction sont portées devant le tribunal judiciaire dans le ressort duquel l’officier public ou ministériel ou l’auxiliaire de justice exerce ses fonctions.
