Article 689-14 of the French Code of Criminal Procedure

For the application of the Convention for the Protection of Cultural Property in the Event of Armed Conflict, done at The Hague on 14 May 1954, and the Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict, done at The Hague on 26 March 1999, may be prosecuted and tried under the conditions laid down in Article 689-1 any person who habitually resides in the territory of the Republic and who is guilty of the offences of damaging the cultural property mentioned in a to c of 1 of Article 15 of the aforementioned Protocol. These offences may only be prosecuted at the request of the Public Prosecutor

Pour l’application de la convention pour la protection des biens culturels en cas de conflit armé, faite à La Haye le 14 mai 1954, et du deuxième protocole relatif à la convention de La Haye de 1954 pour la protection des biens culturels en cas de conflit armé, fait à La Haye le 26 mars 1999, peut être poursuivie et jugée dans les conditions prévues à l’article 689-1 toute personne qui réside habituellement sur le territoire de la République et qui s’est rendue coupable des infractions d’atteinte aux biens culturels mentionnés aux a à c du 1 de l’article 15 du protocole précité. La poursuite de ces infractions ne peut être exercée qu’à la requête du ministère public
