Article 706-14-2 of the French Code of Criminal Procedure

Any natural person who has suffered loss as a result of acts, whether intentional or not, committed abroad, which are likely to fall within the jurisdiction of a criminal court having, pursuant to the provisions of this Code, concurrent and specialised territorial jurisdiction extending over the jurisdiction of several judicial courts or over the whole of the territory may, where these acts have the material nature of an offence and meet the conditions laid down in Article 706-3 of this Code or in article L. 126-1 of the Insurance Code, obtain financial assistance from the Fonds de garantie des victimes des actes de terrorisme et d’autres infractions (Guarantee Fund for Victims of Acts of Terrorism and Other Offences) to cover travel expenses, appearance fees and daily subsistence allowances in response to a summons to attend a hearing in a criminal case held abroad, in accordance with the terms and conditions laid down by regulation.

Toute personne physique ayant subi un préjudice résultant de faits volontaires ou non, commis à l’étranger, susceptibles de relever de la compétence d’une juridiction pénale disposant, en application des dispositions du présent code, d’une compétence territoriale concurrente et spécialisée s’étendant sur le ressort de plusieurs tribunaux judiciaires ou sur l’ensemble du territoire peut, lorsque ces faits présentent le caractère matériel d’une infraction et répondent aux conditions prévues à l’article 706-3 du présent code ou à l’article L. 126-1 du code des assurances, obtenir du fonds de garantie des victimes des actes de terrorisme et d’autres infractions une aide financière au titre des frais de voyage, de l’indemnité de comparution et de l’indemnité journalière de séjour pour répondre à une convocation à l’audience de jugement d’un procès pénal tenu à l’étranger, selon des modalités et conditions prévues par voie réglementaire.
