Any natural person who has suffered loss as a result of acts, whether intentional or not, committed abroad, which are likely to fall within the jurisdiction of a criminal court having, pursuant to the provisions of this Code, concurrent and specialised territorial jurisdiction extending over the jurisdiction of several judicial courts or over the whole of the territory may, where these acts have the material nature of an offence and meet the conditions laid down in Article 706-3 of this Code or in article L. 126-1 of the Insurance Code, obtain financial assistance from the Fonds de garantie des victimes des actes de terrorisme et d’autres infractions (Guarantee Fund for Victims of Acts of Terrorism and Other Offences) to cover travel expenses, appearance fees and daily subsistence allowances in response to a summons to attend a hearing in a criminal case held abroad, in accordance with the terms and conditions laid down by regulation.
