I.-To prevent a serious threat to the safety of persons and property, officers of the judicial police and, on their orders and under their responsibility, the judicial police officers and deputy judicial police officers mentioned in 1°, 1° bis and 1° ter of Article 21 may carry out not only the identity checks provided for in the eighth paragraph of article 78-2 but also, with the agreement of the driver or owner of the luggage or, failing that, on instructions from the public prosecutor communicated by any means, to :
1° Inspecting vehicles travelling, stopped or parked on the public highway or in places accessible to the public;
2° Visually inspecting luggage or searching it.
II.-For the application of 1° of I of this article, II of article 78-2-2 shall apply.
Pending instructions from the public prosecutor, the vehicle may be immobilised for a period not exceeding thirty minutes.
III.-For the application of 2° of I of this article, III of article 78-2-2 is applicable.
Pending instructions from the public prosecutor, the owner of the baggage may be detained for a period that may not exceed thirty minutes.
