The first forward sales or lease-sales of premises, flats or houses mentioned in article A. 444-92 (numbers 56 and 57 of table 5) give rise to the levying of:
1° Where the transfer of ownership is effected by recording the completion of the building:
a) On the first deed, a proportional non-degressive fee equal to that corresponding to the upper bracket of the sales fee, taking into account the distinctions established in article A. 444-92 according to the number of main housing units concerned by the building permit;
b) On the second notarial deed recording the transfer of ownership, an emolument calculated in accordance with the procedures laid down in Article A. 444-92, less the fee charged on the first deed provided for in a of this 1°;
2° Where the transfer of ownership is effected by recording full payment of the price:
a) On the first deed, a fee calculated in accordance with the procedures provided for in Article A. 444-92;
b) On the second deed recording full payment of the price and transfer of ownership, a proportional emolument, according to the following scale:
