Article A444-95 of the French Commercial code

The first sale in the future state of completion or completed of residential premises included in a building or in a property complex other than HLM that has been the subject of the same building permit (number 59 in table 5) gives rise to the collection of a proportional fee, the rate of which depends on the number of main residential units concerned by the building permit, according to the following scale:

La première vente en l’état futur d’achèvement ou achevé de locaux d’habitation compris dans un immeuble ou dans un ensemble immobilier autre que HLM ayant fait l’objet d’un même permis de construire (numéro 59 du tableau 5) donne lieu à la perception d’un émolument proportionnel, dont le taux est fonction du nombre d’unités principales d’habitation concernées par le permis de construire, selon le barème suivant :
