ANNEX 1 MENTIONED IN ARTICLE D. 110-1
LIST OF BILATERAL AGREEMENTS AND CONVENTIONS DEFINING THE CONDITIONS OF ENTRY AND RESIDENCE ON FRENCH TERRITORY FOR NATIONALS OF THE STATES WITH WHICH THEY HAVE BEEN CONCLUDED
The bilateral agreements and conventions which define the conditions of entry and residence on French territory for nationals of the States with which they have been concluded are as follows:
I. With regard to the States of the African continent:
1° Agreements between the Government of the French Republic and the Government of the People’s Democratic Republic of Algeria:
a) Agreement on the movement, employment and residence in France of Algerian nationals and their families, supplemented by an annexed protocol, signed in Algiers on 27 December 1968, amended by its first amendment signed in Algiers on 28 September 1994, by its second amendment signed in Algiers on 28 September 1994 and by its third amendment signed in Paris on 11 July 2001, approved by the loi n° 2002-1305 du 29 octobre 2002 and published by the decree no. 2002-1500 of 20 December 2002;
b) Agreement in the form of an exchange of letters relating to the movement of persons, signed in Paris on 31 August 1983, amended by the exchange of letters of 10 and 11 October 1986 and by the agreement in the form of an exchange of letters signed in Algiers on 28 September 1994 and published by the décret n° 94-1102 du 19 décembre 1994;
c) Agreement on exchanges of young working people, signed in Paris on 26 October 2015, approved by the loi n° 2017-1249 du 9 août 2017, published by the décret n° 2018-403 du 28 mai 2018;
2° Convention entre le Gouvernement de la République française et le Gouvernement de la République du Bénin relative à la circulation et au séjour des personnes, signée à Cotonou le 21 décembre 1992, approuvée par la loi n° 94-535 du 28 juin 1994 and published by the décret n° 94-971 du 3 novembre 1994;
3° Convention between the Government of the French Republic and the Government of Burkina Faso on the movement and residence of persons (together with an interpretative exchange of letters), signed in Ouagadougou on 14 September 1992, approved by the loi n° 94-533 du 28 juin 1994 and published by the décret n° 95-45 du 10 janvier 1995;
4° Convention entre la République française et la République du Cameroun relative à la circulation et au séjour des personnes (ensemble une annexe), signée à Yaoundé le 24 janvier 1994, approuvée par la loi n° 96-248 du 26 mars 1996 and published by the décret n° 96-1033 du 25 novembre 1996;
5° Conventions between the Government of the French Republic and the Government of the Central African Republic :
a) Convention on the movement and residence of persons, signed in Bangui on 26 September 1994, approved by the loi n° 95-1309 du 21 décembre 1995 and published by the décret n° 96-1071 du 9 décembre 1996;
b) Convention d’établissement, signed in Bangui on 26 September 1994, approved by the loi n° 95-1308 du 21 décembre 1995 and published by the décret n° 97-65 du 22 janvier 1997;
6° Convention entre le Gouvernement de la République française et le Gouvernement de la République du Congo relative à la circulation et au séjour des personnes, signée à Brazzaville le 31 juillet 1993, approuvée par la loi n° 94-532 du 28 juin 1994 and published by the décret n° 96-996 du 13 novembre 1996;
7° Convention entre le Gouvernement de la République française et le Gouvernement de la République de Côte d’Ivoire relative à la circulation et au séjour des personnes, signée à Abidjan le 21 septembre 1992, approuvée par la loi n° 94-543 du 28 juin 1994 and published by the décret n° 95-436 du 14 avril 1995;
8° Conventions and agreements between the Government of the French Republic and the Government of the Gabonese Republic :
a) Convention on the movement and residence of persons, signed in Paris on 2 December 1992, approved by the loi n° 94-531 du 28 juin 1994 and published by the décret n° 2003-963 du 3 octobre 2003;
b) Convention d’établissement, signed in Libreville on 11 March 2002, approved by the loi n° 2003-557 du 26 juin 2003 and published by the décret n° 2004-684 du 8 juillet 2004;
c) Agreement on exchanges of young professionals (together with an annex), signed in Libreville on 24 February 2010 and published by the decree n° 2010-448 of 3 May 2010;
9° Conventions between the Government of the French Republic and the Government of the Republic of Mali:
a) Convention on the Movement and Residence of Persons (together with two exchanges of letters), signed at Bamako on 26 September 1994, approved by the law no. 95-1403 of 30 December 1995 and published by the décret n° 96-1088 du 9 décembre 1996;
b) Convention d’établissement, signed in Bamako on 26 September 1994, approved by the loi n° 95-1402 du 30 décembre 1995 and published by the décret n° 97-66 du 22 janvier 1997;
10° Agreements between the Government of the French Republic and the Government of the Kingdom of Morocco:
a) Labour agreement signed on 1 June 1963, published by the décret n° 63-779 du 27 juillet 1963;
b) Agreement on residence and employment, signed in Rabat on 9 October 1987, published by the décret n° 94-203 du 4 mars 1994;
c) Agreement in the form of an exchange of letters relating to the movement of persons, signed in Paris on 10 November 1983, amended by the agreement in the form of an exchange of letters signed in Paris on 25 February 1993 and published by the decree n° 93-850 of 15 June 1993;
d) Agreement on exchanges of young professionals, signed on 24 May 2001 in Rabat, published by the decree no. 2001-970 of 19 October 2001;
11° Agreements between the Government of the French Republic and the Government of the Republic of Mauritius:
a) Agreement on the stay and circular migration of professionals (together with two annexes), signed in Paris on 23 September 2008, approved by the law on loi n° 2010-383 du 16 avril 2010, entered into force on 1 September 2010 and published by the décret n° 2010-1114 du 22 septembre 2010;
b) Agreement to facilitate the movement of Mauritian nationals to La Réunion, signed in Port-Louis on 2 April 2007 and published by the décret n° 2008-17 du 3 janvier 2008;
12° Convention relative à la circulation et au séjour des personnes entre le Gouvernement de la République française et le Gouvernement de la République islamique de Mauritanie (ensemble un échange de lettres), signée à Nouakchott le 1er octobre 1992, approuvée par la loi n° 94-534 du 28 juin 1994 and published by the décret n° 95-1234 du 16 novembre 1995;
13° Convention entre le Gouvernement de la République française et le Gouvernement de la République du Niger relative à la circulation et au séjour des personnes (ensemble un échange de lettres), signée à Niamey le 24 juin 1994, approuvée par la loi n° 97-742 du 2 juillet 1997 and published by the décret n° 97-868 du 18 septembre 1997;
14° Conventions and agreements between the Government of the French Republic and the Government of the Republic of Senegal :
a) Convention on the movement and residence of persons (together with an annex), signed in Dakar on 1 August 1995, approved by the loi n° 97-744 du 2 juillet 1997 and published by the decree no. 2002-337 of 5 March 2002;
b) Establishment agreement, signed in Paris on 25 May 2000, approved by the Law no. 2003-4 of 2 January 2003 and published by the decree no. 2003-954 of 30 September 2003;
c) Agreement on exchanges of young professionals, signed on 20 June 2001 in Paris, published by the décret n° 2002-940 du 18 juin 2002;
15° Conventions between the Government of the French Republic and the Government of the Togolese Republic:
a) Convention relating to the movement and residence of persons (together with two exchanges of letters), signed in Lomé on 13 June 1996, approved by the loi n° 98-237 du 1er avril 1998 and published by the décret n° 2001-1268 du 20 décembre 2001;
b) Convention d’établissement, signed in Lomé on 13 June 1996, approved by the loi n° 2001-76 du 30 janvier 2001 and published by the decree no. 2001-1325 of 21 December 2001;
16° Agreements between the Government of the French Republic and the Government of the Republic of Tunisia:
a) Agreement on residence and work, made in Paris on 17 March 1988, amended by the rider signed in Paris on 19 December 1991, and the rider made in Tunis on 8 September 2000, approved by the loi n° 2002-1304 du 29 octobre 2002 and published by the decree no. 2003-976 of 8 October 2003;
b) Agreement in the form of an exchange of letters on the movement of persons, signed in Paris on 31 August 1983, amended by the agreement in the form of an exchange of letters signed in Paris on 19 December 1991 and published by the décret n° 92-498 du 10 juin 1992;
c) Agreement on exchanges of young professionals signed on 4 December 2003 in Tunis, published by the décret n° 2004-579 du 17 juin 2004.
II. With regard to the States of the American continent:
1° Agreements between the Government of the French Republic and the Government of the Argentine Republic:
a) Agreement on the exchange of professional trainees, signed in Buenos Aires on 26 September 1995, published by the décret n°97-43 du 15 janvier 1997;
b) Agreement on the “working holiday” programme signed in Paris on 18 February 2011, amended by the agreement in the form of an exchange of letters signed in Paris on 9 August and 1 September 2016 and published by the Decree no. 2016-1525, and by the agreement in the form of an exchange of letters signed in Paris on 30 January and 27 February 2018 and published by the decree n° 2018-443 ;
2° Agreements between the Government of the French Republic and the Government of the Federative Republic of Brazil
a) Agreement concerning the establishment of a cross-border movement regime for the benefit of residents of the border area between the State of Amapa and the Guyana region (together with an annex), signed in Brasilia on 26 March 2014 and in Paris on 28 April 2014 and published by the Decree no. 2014-1052 of 15 September 2014;
b) Agreement on the construction of a road bridge over the Oyapock River linking French Guyana and the State of Amapá, signed in Paris on 15 July 2005 and published by the decree no. 2007-1518 of 22 October 2007;
c) Agreement on the “working holiday” programme signed in Brasilia on 12 December 2013, which entered into force on 11 April 2018 and was published by the decree no. 2018-191 of 19 March 2018;
3° Agreement between the Government of the French Republic and the Government of Canada on Youth Mobility (together with two annexes), signed in Ottawa on 14 March 2013, entered into force on 1 January 2015 and published by Decree no. 2015-8 of 9 January 2015;
4° Agreement between the Government of the French Republic and the Government of the Republic of Chile on the “working holiday” programme, signed in Paris on 8 June 2015, entered into force on 1 November 2015 and published by Decree no. 2015-1472 of 10 November 2015;
5° Agreement between the Government of the French Republic and the Government of the Republic of Colombia on the “working holiday” programme, signed in Bogota on 25 June 2015, which entered into force on 1 December 2015 and was published by the décret n° 2015-1632 du 10 décembre 2015;
6° Accord entre le Gouvernement de la République française et le Gouvernement du Commonwealth de Dominique visant à faciliter la circulation des ressortissants dominiquais dans les départements français d’Amérique, fait à Basse-Terre (Guadeloupe) le 9 mars 2006 et publié par le décret n° 2007-413 du 23 mars 2007 ;
7° Accord entre le Gouvernement de la République française et le Gouvernement de Sainte-Lucie visant à faciliter la circulation des ressortissants saint-luciens dans les départements français d’Amérique, signé à Castries le 23 avril 2005 et publié par le decree no. 2006-432 of 12 April 2006;
8° Agreement between the Government of the French Republic and the Government of the United Mexican States on the “working holiday” programme, signed in Mexico City on 15 April 2016, entered into force on 1 September 2016 and published by the decree no. 2016-1345 of 10 October 2016;
9° Agreement between the Government of the French Republic and the Government of the Eastern Republic of Uruguay on the “working holiday” programme, signed in Montevideo on 25 February 2016 and published by Decree no. 2016-1144 of 26 August 2016.
III. With regard to the States of the Asian continent:
1° Agreement between the Government of the French Republic and the Government of the People’s Republic of China on the “1,000 trainees” programme, signed in Beijing on 2 November 2015 and published by the decree no. 2016-267 of 4 March 2016;
2° Agreement on the “Working Holiday” programme between the Government of the French Republic and the Government of the Republic of Korea, signed in Seoul on 20 October 2008, entered into force on 1 January 2009 and published by Decree no. 2009-31 of 11 January 2009;
3° Agreement between the Government of the French Republic and the Government of the Hong Kong Special Administrative Region of the People’s Republic of China on the Working Holiday Programme, signed in Hong Kong on 6 May 2013, entered into force on 1 July 2013 and published by decree n° 2013-600 of 8 July 2013;
4° Agreement between the Government of the French Republic and the Government of Japan on the “working holiday” visa, signed in Paris on 8 January 1999, amended by the agreement in the form of an exchange of letters signed in Paris on 9 June 2016 and published by the décret n° 2016-1227 du 16 septembre 2016.
IV. With regard to continental European States:
1° Convention between the French Republic, the Kingdom of Spain and the Principality of Andorra on the entry, movement, residence and establishment of their nationals, signed in Brussels on 4 December 2000, approved by Law no. 2003-213 of 13 March 2003 and published by the decree no. 2003-739 of 30 July 2003;
2° Agreement between the Government of the French Republic and the Council of Ministers of Bosnia and Herzegovina on youth mobility (together with three annexes), signed in Sarajevo on 3 July 2014, approved by the loi n° 2018-1001 du 19 novembre 2018 and published by the decree n° 2019-384 of 29 April 2019;
3° Agreement between the Government of the French Republic and the Government of Georgia on the residence and circular migration of professionals (together with two annexes), signed in Paris on 12 November 2013, approved by the loi n° 2018-1068 du 3 décembre 2018, published by the décret n° 2019-779 du 24 juillet 2019 ;

2° Conventions and agreements between the Government of the French Republic and the Government of New Zealand:
a) Agreement for the exchange of agricultural trainees signed in Paris on 10 August 1983, entered into force on 20 August 1983 and published by the decree no. 83-1011 of 23 November 1983;
a) Convention on the working holiday programme, signed in Paris on 2 June 1999, amended by the agreement in the form of an exchange of letters signed in Paris on 9 and 10 March 2017 and published by the decree no. 2017-625.
