Article D1115-7 of the French General Code of Local Authorities

The Grouping’s recruitment of its own staff is subject to the approval of the Government Commissioner. It may only be subsidiary to the number of staff made available to the Grouping or seconded to it, and may only involve staff whose technical qualifications are essential to the Grouping’s specific activities.

Staff recruited in this way, for a period at most equal to that of the Grouping, do not acquire any particular right to subsequently hold posts in the bodies and local authorities participating in the Grouping.

Le recrutement de personnel propre par le groupement est soumis à l’approbation du commissaire du Gouvernement. Il ne peut avoir qu’un caractère subsidiaire par rapport aux effectifs de personnel mis à la disposition du groupement ou détaché auprès de lui, et ne peut concerner que des agents dont la qualification technique est indispensable aux activités spécifiques du groupement.

Les personnels ainsi recrutés, pour une durée au plus égale à celle du groupement, n’acquièrent pas de droit particulier à occuper ultérieurement des emplois dans les organismes et collectivités participant au groupement.
