Article D15-4-5 of the French Code of Criminal Procedure

The coordinating investigating judge(s) of the division provided for in the fourth paragraph of Article 52-1 shall be appointed by the president of the judicial court at the beginning of the judicial year, following the opinion of the general assembly of sitting judges.

The coordinating judge may convene regular meetings of the various investigating judges of the investigating division in order to examine the progress of proceedings with a view to ensuring the efficiency and speed of the information for which its members are responsible. These meetings may only concern specialised judges pursuant to articles 704,706-2,706-17,706-75-1 et 706-107.

At these meetings, examining magistrates may exchange information on the proceedings before them, in particular for the purpose of considering possible co-investigations. These exchanges are covered by the confidentiality of the investigation provided for by Article 11. With the agreement of the coordinating judge, the public prosecutor may take part in these meetings.

With due respect for the prerogatives of each of the investigating judges referred to under Articles 83 and 83-1 of the Code of Criminal Procedure, the coordinating judge may recommend any legal or organisational measure useful for the proper functioning of the service.

Le ou les juges d’instruction coordonnateurs du pôle prévus par le quatrième alinéa de l’article 52-1 sont désignés par le président du tribunal judiciaire au début de l’année judiciaire, après avis de l’assemblée générale des magistrats du siège.

Le juge coordonnateur peut réunir à intervalles réguliers les différents juges d’instruction du pôle de l’instruction afin d’examiner l’état d’avancement des procédures dans un souci d’efficacité et de célérité des informations dont ses membres ont la charge. Ces réunions peuvent ne concerner que les juges spécialisés en application des articles 704,706-2,706-17,706-75-1 et 706-107.

Lors de ces réunions, les juges d’instruction peuvent échanger des informations sur les procédures dont ils sont saisis, aux fins notamment d’envisager d’éventuelles cosaisines. Ces échanges sont couverts par le secret de l’instruction prévu par l’article 11. Avec l’accord du juge coordonnateur, le procureur de la République peut participer à ces réunions.

Dans le respect des prérogatives de chacun des juges d’instruction saisis en vertu des articles 83 et 83-1 du code de procédure pénale, le juge coordonnateur peut préconiser toute mesure juridique ou organisationnelle utile au bon fonctionnement du service.
