Article D3121-27 of the French Public Health Code

Syringes and needles for parenteral injections are supplied by pharmacies, pharmacies for internal use in health establishments and establishments dedicated exclusively to the sale of medical, surgical and dental equipment or which have a specialised department for this purpose. They may be issued free of charge by any not-for-profit association involved in AIDS prevention or harm reduction activities for drug users which meets the conditions defined by order of the Minister for Health.

Les seringues et les aiguilles destinées aux injections parentérales sont délivrées dans les officines de pharmacie, les pharmacies à usage intérieur des établissements de santé et les établissements qui se consacrent exclusivement au commerce du matériel médico-chirurgical et dentaire ou qui disposent d’un département spécialisé à cet effet. Elles peuvent être délivrées à titre gratuit par toute association à but non lucratif menant une action de prévention du sida ou de réduction des risques chez les usagers de drogues répondant aux conditions définies par arrêté du ministre chargé de la santé.
