Article D423-3 of the French Monetary and Financial Code

Persons domiciled or having their registered office outside the territory of the Republic are authorised to solicit the public in France with a view to trading on a recognised foreign market in transferable securities, futures contracts or any financial products, when they have been approved by the competent supervisory authority in their country of origin and after the competent French authorities have ensured that the rules of competence, good repute and solvency to which such persons are subject are equivalent to those applicable in France.

Les personnes domiciliées ou ayant leur siège social hors du territoire de la République sont autorisées à solliciter le public en France en vue d’opérations sur un marché étranger reconnu de valeurs mobilières, de contrats à terme ou de tous produits financiers, lorsqu’elles ont été agréées par l’autorité de contrôle compétente dans leur pays d’origine et après que les autorités compétentes françaises se sont assurées que les règles de compétence, d’honorabilité et de solvabilité auxquelles sont soumises ces personnes sont équivalentes à celles qui sont applicables en France.
