The use of electronic Internet voting is organised in compliance with the fundamental principles governing electoral operations, access to the vote for all voters, the secrecy of the ballot, the free and anonymous personal nature of the vote, the integrity of the votes cast, effective monitoring of the ballot and a posteriori control by the election judge.
The right of access is exercised through the Conseil national de l’ordre des pharmaciens.
Data relating to voters and their votes is processed by three separate automated data processing systems, known respectively as the “voter file”, the “candidate file” and the “contents of the electronic ballot box”.
The procedures for organising electronic voting via the internet are set out in the electoral regulations referred to in article L. 4233-3 and adopted after obtaining the opinion of the Commission nationale de l’informatique et des libertés (National Commission for Information Technology and Civil Liberties) and prior consultation with the Conseil national de l’ordre des pharmaciens (National Council of the Order of Pharmacists).
The Conseil national de l’ordre des pharmaciens is responsible for the implementation of the separate automated data processing operations, in particular with regard to the creation of said data processing operations under the conditions defined by Act no. 78-17 of 6 January 1978, as amended, relating to data processing, data files and individual liberties.
