Article D4342-10 of the French General Code of Local Authorities

The accounting officer of the region is solely responsible for:

1° Taking all necessary steps for the collection of revenues, legacies and donations and other resources allocated to the service of the region;

2° Taking, against debtors in arrears and with the authorisation of the president of the regional council, the necessary acts, notifications and enforcement measures under the conditions of article R. 4341-4;

3° To notify the administrators of the expiry of leases;

4° To prevent prescription;

5° To ensure the conservation of rights, liens and mortgages;

6° To request, for this purpose, the publication in the real estate file of all titles that are liable to do so;

7° Finally, to keep a register of entries made in the real estate file and other proceedings and diligences.

Le comptable de la région est chargé seul :

1° De faire toutes les diligences nécessaires pour la perception des revenus, legs et donations et autres ressources affectées au service de la région ;

2° De faire faire, contre les débiteurs en retard de payer et avec l’autorisation du président du conseil régional, les actes, significations et mesures d’exécution forcée nécessaires dans les conditions de l’article R. 4341-4 ;

3° D’avertir les administrateurs de l’expiration des baux ;

4° D’empêcher les prescriptions ;

5° De veiller à la conservation des droits, privilèges et hypothèques ;

6° De requérir à cet effet la publication au fichier immobilier de tous les titres qui en sont susceptibles ;

7° Enfin de tenir registre des inscriptions portées au fichier immobilier et autres poursuites et diligences.
