Article D48-11 of the French Code of Criminal Procedure

The financial penalty or a certified copy thereof and the certificate shall, subject to the provisions of the second subparagraph, be forwarded directly by the competent authority of the issuing State to the competent authority of the executing State by any means which leaves a written record under conditions allowing the latter authority to verify their authenticity.

Where a Member State of the European Union has made a declaration to this effect, the financial penalty and the certificate shall be sent via one or more central authorities designated by that State.

The original of the financial penalty, or a certified copy thereof, and the original of the certificate shall be sent to the competent authority of the executing State at its request.

Article D48-11

La sanction pécuniaire ou une copie certifiée conforme de celle-ci et le certificat sont, sous réserve des dispositions du deuxième alinéa, transmis directement par l’autorité compétente de l’Etat d’émission à l’autorité compétente de l’Etat d’exécution, par tout moyen laissant une trace écrite et dans des conditions permettant à cette dernière autorité d’en vérifier l’authenticité.

Lorsqu’un Etat membre de l’Union européenne a fait une déclaration à cet effet, la sanction pécuniaire et le certificat sont expédiés par l’intermédiaire d’une ou plusieurs autorités centrales désignées par ledit Etat.

L’original de la sanction pécuniaire, ou une copie certifiée conforme de celle-ci, et l’original du certificat sont adressés à l’autorité compétente de l’Etat d’exécution à sa demande.
