Le document prévu à l’article L. 5211-39-2 décrit, à la date de la demande ou de l’initiative et sur la base des informations communiquées, les effets de la mise en œuvre de l’opération envisagée sur l’organisation des services des communes ou des établissements publics de coopération intercommunale concernés ainsi que sur les personnels affectés dans ces services.

Il indique, le cas échéant, si ces opérations déclenchent des transferts de personnels ou la mise à disposition de tout ou partie de services.
