Article D5217-14 of the French General Code of Local Authorities

If the administrative account has not been adopted by the date of the vote on the budget for the following financial year, when the result of the operating section, the financing requirement or, where applicable, the surplus from the investment section and the forecast appropriation are carried forward, under the conditions set out in the third paragraph of Article L. 5217-10-11, the entries in the budget are justified by the production in the appendix of a forecast results calculation sheet.

This sheet and a table of budget outturns are drawn up by the authorising officer and approved by the accounting officer, who accompanies them either with the management account, if it has been drawn up by that date, or with a balance drawn up after taking into account the last statement of vouchers and mandates.

The authorising officer produces the statement of outstanding commitments as at 31 December of the financial year ended. Outstanding balances from the operating section are carried forward to the budget incorporating the anticipated results.

En l’absence d’adoption du compte administratif à la date du vote du budget de l’exercice suivant, lorsque le résultat de la section de fonctionnement, le besoin de financement, ou le cas échéant l’excédent de la section d’investissement et la prévision d’affectation sont reportés par anticipation, dans les conditions fixées au troisième alinéa de l’article L. 5217-10-11, les inscriptions au budget sont justifiées par la production en annexe d’une fiche de calcul des résultats prévisionnels.

Cette fiche ainsi qu’un tableau des résultats d’exécution du budget sont établis par l’ordonnateur et visés par le comptable, qui les accompagne soit du compte de gestion, s’il est arrêté à cette date, soit d’une balance établie après prise en charge du dernier bordereau de titres et de mandats.

L’ordonnateur produit l’état des restes à réaliser arrêté au 31 décembre de l’exercice clos. Les restes à réaliser de la section de fonctionnement sont reportés au budget reprenant les résultats par anticipation.
