I.-The grouping’s medical committee includes, with voting rights :
1° The chairmen of the medical committees of the establishments involved in the grouping ;
2° The heads of the inter-institutional clinical and medico-technical activity centres, and the coordinators of the inter-hospital medical federations set up between all or some of the institutions involved in the grouping;
3° The doctor in charge of the regional medical information department;
4° Members representing medical, odontological, pharmaceutical and midwifery staff, appointed by each establishment’s medical committee from among its members and, for medico-social establishments and services that are party to the grouping, in accordance with the procedures defined by the constituent agreement.
The term of office for the members mentioned in 4° is four years.
II – It also includes, in an advisory capacity:
1° The chairman of the strategic committee and the directors of the establishments belonging to the consortium or their representative ;
2° The chairman of the nursing, re-education and medico-technical care commission of the regional hospital grouping;
3° The directors of the medical training and research units or the chairman of the medical education coordination committee and, where appropriate, the director of the pharmacy training and research unit and the director of the odontology training and research unit, if a university hospital centre is a member of the group;
4° A representative of the healthcare risk management coordinators mentioned in article R. 6111-4, appointed by the director of the support establishment;
5° A medical professional representing, where applicable, the regional psychiatric communities, appointed by them.
The constitutive agreement may provide for the presence, in an advisory capacity, of other persons exercising functions in the establishments belonging to the grouping, in a proportion which may not exceed ten percent of the total number of members of the commission.
III -Where an army hospital is associated with a regional hospital grouping, the grouping medical committee will include staff with equivalent duties or representatives of the same staff appointed to bodies equivalent to those mentioned in I and II for the establishments involved.
IV – In consultation with the president of the strategic committee, the grouping’s medical commission may appoint up to five invited guests representing external partners cooperating with the grouping or with the participating establishments in the implementation of public health initiatives in the territory. These guests may be permanent members. They may attend meetings of the Group Medical Commission in an advisory capacity.
