I – The group medical commission draws up the shared medical project.
II – It is consulted on the following matters:
1° The creation of regional medical teams ;
2° The setting up of inter-institutional centres or inter-hospital medical federations;
3° The territorial plan for the permanence and continuity of care;
4° The regional policy for continuous improvement in the quality, safety and appropriateness of the grouping’s care, as well as the conditions under which users are received and cared for;
5° The strategic orientations common to the member establishments in terms of forward-looking management of jobs and skills, attractiveness and recruitment, remuneration and working hours for medical, odontological, pharmaceutical and midwifery staff;
6° The local policy for the continuing professional development of these staff;
7° The grouping’s social project and managerial project, insofar as they relate to the medical, odontological, pharmaceutical and midwifery staff of the member establishments;
8° The common objectives of the social and management projects of the establishments belonging to the grouping, concerning medical, dental, pharmaceutical and midwifery professionals;
9° The territorial cooperation policy concerning the member establishments;
10° Territorial research and innovation policy;
11° Regional information systems policy;
12° Where applicable, the single multiannual contract for objectives and resources, the single investment programme or the single multiannual financing plan.
The opinions issued by the grouping medical commission are forwarded to the strategic committee, to each of the medical commissions of the establishments involved in the regional hospital grouping and to the equivalent body of the army hospital when such an establishment is associated with the grouping.
III – The grouping’s medical commission is informed about the following matters:
1° The multi-annual contracts for objectives and resources of the establishments belonging to the group;
2° The investment programme for the medical equipment of the establishments belonging to the group;
3° The regional purchasing policy for healthcare products and medical equipment.
IV – The grouping’s medical commission, its chairman and its sub-commissions have access to all the information required for the work within their remit.
