Article D6362-13 of the French General Code of Local Authorities

The proposals of the territorial audit chamber, formulated in accordance with article LO 6362-4, and aimed at restoring a balanced budget, relate to measures whose implementation is the sole responsibility of the local authority or its public establishment concerned.

If the Chamber finds that the budget has been voted in real balance and that there is no need to make proposals, it notifies its reasoned decision to the State representative and to the local authority or its public establishment concerned.

Les propositions de la chambre territoriale des comptes, formulées conformément à l’article LO 6362-4, et tendant au rétablissement de l’équilibre budgétaire, portent sur des mesures dont la réalisation relève de la seule responsabilité de la collectivité ou de son établissement public concerné.

La chambre, si elle constate que le budget a été voté en équilibre réel et qu’il n’y a pas lieu de faire des propositions, notifie sa décision motivée au représentant de l’Etat et à la collectivité ou à son établissement public concerné.
