Within fifteen days of receiving the decision to approve the budget, the Director shall allocate the approved expenditure authorisations and revenue forecasts by functional group to the accounts in accordance with the nomenclature drawn up jointly by the Ministers for the Budget, Overseas France and Health.
These accounts constitute the level of control of the availability of appropriations exercised by the accounting officer.
The budget controller checks that the allocation provides the appropriations required to meet the Agency’s obligations and commitments and does not alter the breakdown of expenditure by functional group. The budget approved by functional group and broken down by account shall be submitted to the budget controller for approval. The approved budget is deemed to be enforceable. If the Budget Controller refuses to approve the budget, he shall give reasons for his refusal to the Ministers responsible for the Budget, Overseas Territories and Health, who shall settle the budget and make it enforceable. The Board of Directors shall be informed of this allocation at its next meeting.
