Article D7121-39 of the French Labour Code

The caisse de congés payés is approved by the Minister of Labour.
The Minister approves its articles of association and regulations as well as any amendments made to them. They may only be amended with his approval.
An order of the Minister responsible for labour sets out the documents, evidence and guarantees to be provided by the fund, either with a view to its approval or during its operation. This order also determines the provisions contained in its articles of association and regulations.

La caisse de congés payés est agréée par le ministre chargé du travail.
Le ministre approuve ses statuts et règlements ainsi que les modifications qui leurs sont apportées. Ils ne peuvent être modifiés qu’avec son approbation.
Un arrêté du ministre chargé du travail fixe les pièces, justifications et garanties à fournir par la caisse, soit en vue de son agrément, soit au cours de son fonctionnement. Cet arrêté détermine également les dispositions que contiennent ses statuts et règlements.
