The communes, départements and regions regulate the affairs of their jurisdiction by their deliberations.
Under the conditions laid down by law, they have regulatory powers for the exercise of their jurisdiction.
They participate with the State in the administration and planning of the territory, economic, social, health, cultural and scientific development, the promotion of health, the fight against discrimination, the promotion of equality between women and men as well as the protection of the environment, the fight against the greenhouse effect through the control and rational use of energy, and the improvement of the living environment. They may involve the public in the design or development of these policies, in accordance with the procedures laid down in article L. 131-1 of the Code of relations between the public and the administration.
The communes, départements and regions provide the institutional framework for citizen participation in local life and guarantee the expression of its diversity.
