The distribution of competences between local authorities and the State is carried out, as far as possible, by distinguishing those which are the responsibility of the State and those which are devolved to the communes, departments or regions in such a way that each area of competence and the corresponding resources are allocated in their entirety to either the State, the communes, the departments or the regions.
Jurisdiction over the promotion of equality between women and men, culture, sport, tourism, the promotion of regional languages and popular education is shared between the communes, départements, regions and special-status local authorities.
Public policies in favour of young people conducted by the State, regions, départements, municipalities and special-status local authorities may be debated within the territorial conference on public action mentioned in article L. 1111-9-1. This debate focuses in particular on the articulation and coordination of these policies between the different levels of local authorities and the State.
The granting of financial aid by one territorial authority to another territorial authority may not be made subject to conditions relating to the beneficiary authority’s membership of an association, a public establishment for inter-communal cooperation or a mixed syndicate, whether existing or to be created.
