Article L1311-19 of the French General Code of Local Authorities

Territorial authorities and public establishments for inter-communal cooperation may construct, including on public property, finance, acquire or renovate buildings intended to be made available either to the State for needs defined by decree in the Council of State, or to fire and rescue services.

An agreement between the State and the owner local authority or institution specifies in particular the financial commitments of the parties, the location of the planned building(s) and the technical construction programme. It also sets out the duration and terms and conditions of the provision of the buildings. Where appropriate, the buildings may be made available free of charge.

Article L1311-19

Les collectivités territoriales et les établissements publics de coopération intercommunale peuvent construire, y compris sur les dépendances de leur domaine public, financer, acquérir ou rénover des bâtiments destinés à être mis soit à la disposition de l’Etat pour les besoins dont la liste est définie par décret en Conseil d’Etat, soit à la disposition des services d’incendie et de secours.

Une convention entre l’Etat et la collectivité ou l’établissement propriétaire précise notamment les engagements financiers des parties, le lieu d’implantation de la ou des constructions projetées et le programme technique de construction. Elle fixe également la durée et les modalités de la mise à disposition des constructions. Cette mise à disposition peut, le cas échéant, être réalisée à titre gratuit.
