Article L1411-19 of the French General Code of Local Authorities

The deliberative assemblies of local authorities and their groupings decide on the principle of any delegation of public services to a local public company or a single-operations semi-public company, where appropriate after obtaining the opinion of the consultative commission for local public services provided for in article L. 1413-1. They decide on the basis of a report that presents the document containing the characteristics of the delegated services.

Les assemblées délibérantes des collectivités territoriales et de leurs groupements se prononcent sur le principe de toute délégation de service public à une société publique locale ou à une société d’économie mixte à opération unique, le cas échéant après avoir recueilli l’avis de la commission consultative des services publics locaux prévue à l’article L. 1413-1. Elles statuent au vu d’un rapport qui présente le document contenant les caractéristiques des prestations déléguées.
