I.-The Committee is an independent institution comprising, in addition to its Chairman, appointed by the President of the Republic, forty-five members:
1° Five leading figures appointed by the President of the Republic and belonging to the main philosophical and spiritual families;
2° One Member of Parliament and one Senator;
3° One member of the Council of State, appointed by the Vice-President of the Council of State, and one member of the Court of Cassation, appointed by the First President of the Court of Cassation;
4° Fifteen qualified personalities chosen for their expertise and interest in ethical issues, on the recommendation of ministers whose list is set by decree to cover the fields mentioned in Article L. 1412-1;
5° Fifteen leading figures from the research and health sectors proposed by bodies whose list is set by decree to cover the fields mentioned in the same Article L. 1412-1;
6° Six representatives of associations of patients and users of the health system, associations of disabled people, family associations and associations working to protect the rights of individuals.
The persons mentioned in 4° to 6° of this I are appointed by decree.
II. – The Chairman and other members of the Committee shall be appointed by the Executive Committee.The Chairman and the other members of the Committee referred to in I are appointed for a term of three years, renewable once.
III – Among the members of the Committee other than its Chairman, the difference between the number of women and the number of men may not be greater than one.
IV – In the event of death, resignation or termination of office for any other reason, the member appointed following a vacancy for the remainder of the term shall be of the same gender as the member being replaced.
