The Agency is administered by a Board of Directors and managed by a Chief Executive Officer.
In addition to its Chairman, the Board of Directors of the Agency is made up of:
1° A majority of representatives of :
a) The State;
b) Health insurance organisations;
c) National public administrative health establishments and public research establishments concerned by the Agency’s activities;
2° Qualified persons chosen for their expertise in the fields covered by the Agency’s missions;
3° Representatives of associations of users of the health system approved in application of article L. 1114-1 or other associations whose purpose falls within the Agency’s remit;
4° Representatives of the Agency’s staff.
The Chairman of the Board of Directors and the Director General are appointed by decree. The other members of the Board of Directors are appointed by order of the Minister for Health.
The Board of Directors deliberates on general guidelines, the investment programme, the annual activity report, the Agency’s budget and accounts, any grants awarded by the Agency and the acceptance or refusal of donations and legacies.
The Director General takes the decisions mentioned in 10° and 11° of article L. 1418-1 on behalf of the State. These decisions are not subject to any hierarchical appeal; the Ministers for Health and Research may nevertheless, under the conditions set out in Article L. 2151-5, request a re-examination of the said protocol.
The Director General issues opinions and recommendations which fall within the remit of the Agency.
