Article L142-1 of the French Code of civil enforcement procedures

In the absence of the occupant of the premises or if the occupant refuses access to the premises, the enforcement agent may only enter the premises in the presence of the mayor of the municipality, a municipal councillor or a municipal official delegated by the mayor for this purpose, a police or gendarmerie authority required to be present during the operations or, failing this, two witnesses of full age who are not in the service of either the creditor or the enforcement agent.
The furniture may be opened under the same conditions.

Article L142-1

En l’absence de l’occupant du local ou si ce dernier en refuse l’accès, l’huissier de justice chargé de l’exécution ne peut y pénétrer qu’en présence du maire de la commune, d’un conseiller municipal ou d’un fonctionnaire municipal délégué par le maire à cette fin, d’une autorité de police ou de gendarmerie, requis pour assister au déroulement des opérations ou, à défaut, de deux témoins majeurs qui ne sont au service ni du créancier ni de l’huissier de justice chargé de l’exécution.
Dans les mêmes conditions, il peut être procédé à l’ouverture des meubles.
