The General Council administers the Banque de France.
It deliberates on matters relating to the management of the Banque de France’s activities other than those falling within the remit of the European System of Central Banks.
It decides on staff regulations. These regulations are submitted by the Governor of the Banque de France to the competent ministers for approval.
The General Council also decides on the use of the Bank’s own funds and draws up the provisional and amending expenditure budgets, approves the Bank’s balance sheet and accounts, as well as the draft appropriation of profits and determination of the dividend payable to the State, while ensuring that the Bank has the necessary resources to carry out the tasks entrusted to it by virtue of its participation in the European System of Central Banks.
The General Council appoints two auditors to audit the accounts of the Banque de France. They shall be invited to attend the meeting of the General Council called to approve the accounts for the previous financial year.
