Article L1421-4 of the French Public Health Code

Administrative and technical control of hygiene rules is the responsibility of :

1° The mayor is responsible for the general hygiene rules laid down, in application of Chapter I of Title I of Book III, for dwellings, their surroundings and outbuildings;

2° The State in other areas, subject to the powers granted to municipal authorities by specific provisions of this Code or the General Code of Local Authorities.

Article L1421-4

Le contrôle administratif et technique des règles d’hygiène relève :

1° De la compétence du maire pour les règles générales d’hygiène fixées, en application du chapitre Ier du titre Ier du livre III, pour les habitations, leurs abords et dépendances ;

2° De la compétence de l’Etat dans les autres domaines sous réserve des compétences reconnues aux autorités municipales par des dispositions spécifiques du présent code ou du code général des collectivités territoriales.
