Municipal disinfection services and municipal health and hygiene services are the responsibility of the municipalities or, where applicable, groups of municipalities, which are responsible for their organisation and funding, under the authority of the mayor or, where applicable, the president of the public establishment for inter-municipal cooperation.
The municipal health and hygiene services are responsible, under the authority of the mayor, for the application of the provisions relating to the general protection of public health listed, in particular, in Title I of Book III of this Part and falling within the remit of the municipal authorities.
The municipal health and hygiene services which, on the date of entry into force of section 4 of title II of law no. 83-663 of 22nd July 1983 supplementing law no. 83-8 of 7th January 1983 relating to the division of powers between the municipalities, departments, regions and the State, effectively exercise powers in the field of vaccination or disinfection as well as in the field of administrative and technical control of hygiene rules continue to exercise these powers by way of derogation from articles 38 and 49 of the said law. In this respect, the municipalities to which these municipal health and hygiene services belong receive the corresponding general decentralisation grant under the conditions set out in the General Local Authorities Code.
