The fire and rescue services are responsible for preventing, protecting against and fighting fires.
They contribute, along with the other services and professionals concerned, to the protection and fight against other accidents, disasters and catastrophes, to the assessment and prevention of technological or natural risks and to emergency rescue and care.
Within their remit, the fire and rescue services carry out the following missions:
1° The prevention and assessment of civil security risks;
2° The preparation of safeguard measures and the organisation of rescue resources;
3° The protection of people, animals, property and the environment;
4° Emergency assistance and care for people and their evacuation, when they :
a) Are victims of accidents, disasters or catastrophes;
b) Present signs of vital distress;
c) Present signs of functional distress justifying the urgency to act.
The emergency care procedures that may be carried out by firefighters who are not otherwise health professionals, as well as the procedures for their implementation, are defined by decree in the Conseil d’Etat.
A joint order of the ministers responsible for civil security and health sets out the skills required to perform these acts and their assessment procedures.
In order to carry out their emergency rescue and care missions, firefighters may participate in the performance of telemedicine acts, within the scope of their skills.
