Article L1424-24-2 of the French General Code of Local Authorities

The department’s representatives are elected by the departmental council from among its members within four months of its renewal. Lists of candidates must be composed alternately of one candidate of each sex. The list with the most votes is allocated a number of seats equal to half the number of seats to be filled, rounded up where necessary. The remaining seats are distributed between all the lists on the basis of proportional representation using the highest average.

The number of seats is calculated on the basis of the number of votes received by each list.

Les représentants du département sont élus au scrutin de liste à un tour par le conseil départemental en son sein dans les quatre mois suivant son renouvellement. Les listes de candidats doivent être composées alternativement d’un candidat de chaque sexe. Il est attribué à la liste qui a obtenu le plus de voix un nombre de sièges égal à la moitié du nombre de sièges à pourvoir, arrondi, le cas échéant, à l’entier supérieur. Les autres sièges sont répartis entre toutes les listes à la représentation proportionnelle suivant la règle de la plus forte moyenne.
